Six Sigma Opportunity Counting

The sigma metric in Six Sigma is based on an accurate counting of opportunities. Mikel Harry states in one of his books that if we do not measure (test or inspect) an opportunity, it is not really an opportunity. But it is well known that Motorola has a pager line that receives no test or inspection prior to being shipped to the customer.
