Culture Change

We seem to be having trouble changing the culture of our business to align with Six Sigma. Immediate business needs seem to infringe on benchmarking, analysis, and process improvement of our Six Sigma teams. For some issues, we cannot wait for the completion of a project to begin implementing, at the very least, quick-hit solutions. How can a project be successful if it keeps changing mid-stream? Any advice?
