Validation of Root Causes

Often times in a transactional environment it is difficult to validate (with data) the relationship between your potential root causes and response variable (Y). The reason I say this is many times in order to establish the relationship you need to implement first then create a scatter plot, etc. Sometimes it is simply not feasible to do a full blown DOE or small pilot to establish the relationship with data. So we are then forced to implement solutions addressing potential root causes rather than valdiated root causes which seems to violate this critical Six Sigma principle.
