Process Cycle Efficiency?

How common is the metric of PCE actually used in industry? It seems to me that establishing a point at which you can call a process "lean" (25% of the process is value-added), you've made the mistake that Dr. Deming cautioned against by establishing numerical goals and quotas. So what, do you stop when you get to 25%? Do you call your project a failure if it only got you to from 3% to 15%? It seems arbirtrary and counterproductive. Thoughts?
