Metrics for Custom Built Products
My company is considering changing from the RTY metric to the DPMO metric in four of its plants to provide a 'common' measure of performance across the plants for upper management. Our plants are job shop and batch process in form. We do not mass produce the same products. We manufacture and assemble smaller (less than 10) quantities of products that we sell to our customers. Is the DPMO metric the best metric for measuring product quality in a custom build environment? What metric would be better and why?

Productivity Metric for Police
I am looking for a list of performance metrics used for police. I am specifically looking for metrics that define productivity. The officers here work for more than 12 hours, sometimes even more, and their duties are rotated.
"How can we calculate productivity here? If an officer is supposed to go and question someone, what if that person is not available at the address and the cop ends up going twice or more? There are several such situations. So instead of re-inventing the wheel, it would be great if someone could help me with something existing.

Determining Normality
Is there anyone out there in 'Stat-land' who has an easy way to determine if a distribution is normal or not if you do not have access to any stat software?
"I am doing an instruction on Cp indexes for normal distributed data, and I need a good an easy way to estimate if it is OK or not to use the indexes. Anyone have a good 'shoot from the hip' way that works?
