We calculate attrition on a trailing 12 month basis every month
% attrition = No of people leaving in last 12 months count / (Head count 12 months back + No of people joining in last 12 months)

I really appreciate your thought process, but I have seen many top firms refusing to even call people for an interview if they do not have a certification without really assessing them in the way you have described.
