FMEA is proactive to weed out likely modes of failure. Control plan is reactive in the sense that during manufacture/conversion adequete care is taken to conform. This is to ensure that what was visualized during FMEA is tranlated in to product/service preventing occrrence of failure modes. We can compare FMEA and Control Plan to Quality of Design amd Quality of Conformance in the classical Quality control concept.
