    Although QC (testing) is part of quality, it should be a separate entity from QA. The QA Manager should be working with you to find the root cause. Is the bottleneck actually in testing or the QA auditing?

    I am sure you are aware, Inventory Management starts with a input information that is used to derive a forecast(correlation to potential excess-obsolete materials)….  Solving forecast innaccuracies may help your companies bottom line… or in this case assist the outside agent placing your orders… and their frequency
    Nevertheless,   if this was pulled out as one of your ‘BIG X’ vaiables….one may want to ask why 5x….  One just might take the time to develop a C&E just on forecasting alone…. I would take a look at how a forecast is developed in your arena as a C&E may lead you put hat the C&E you developed must be rather extrensive…..  Otherwise you may proceed with a ranking by SME’s(subject matter experts) to assist on what should be further measured as a next step to validate what you currently think is a root cause
    Do not be afraid to go back and revisit your charter which is a living document and is subject to change, especially if the project scope is becoming more clear….or was too large as layed out in the initial plans…
