WOW! 27 Green Belts in three years is a lot of work for that single Black Belt. I would think that 27 Green Belts is too many for one Black Belt to train and mentor by his/herself in three years. In MINITAB DOE, sample size means either replicates or adding center points.
You can only do it for 2 Level factorials Design or Plackett-Burman Designs.

Adding to that, if the variation is more significant within subgroup, we can use a X-bar R or S chart to monitor within subgroup variations. If the variation is more significant between subgroups, we can use X-bar MR charts.
