Thank you, this is helpful.  The data in the data sheet has a mix of sample sizes.  Some sample sizes are 8 and some don’t require a sample at all (100% inspection).
What is the difference between the UCL and the LCL and just using a the standard deviation from the mean?

The most simple measure is the ping with the -t switch.  You can let it run over a period of time, stop it and then grab/log the stats.
