If you look at it from the eyes of the customer then you should measure it as % defectives which in this case is 97%.
The DPMO method here just inflates your figures.
A more stringent way of measuring would be Defects per unit.
i.e 1 – (No of Defects / No of invoices). In which case your accuracy comes down to 90%.
