The methodology is consistent with Allard’s response.

An alternative to AHP is to use a Pugh (decision) Matrix.

Build a team of those who decide which projects will be persued.  Have the team brainstorm on criteria and weight the criteria through multi-voting.  (This is equivalent to the pairwise comparison of critieria done in AHP.)
