I think FMEA can be used in DMAIC in:
ANALYZE phase: after you have done Ishikawa diagram and you have some X variables influencing your Y. It will help you get deeper into cause analyses.
IMPROVE phase: to verify you solution
dont go alone into decision process to implement or not Six Sigma. Get a consultant or MBB to advice you.
Alone it will be hard for you to get buy in from TOP management.
