Hi Rene,
If you cant increase the measurement capability & tolerence being so low, you data will not follow normal distribution. The measurement capability is actually stacking the values in the right side of the normal curve to a cluster thus making it non normal.

I assume you are plotting the dimension of parts after the specific manufacturing process (Continuous data). This could become non normal data if the sample size is small or because of rounding off. Can you collect a larger sample, if you can pls do.
Also look for Outliers / Special causes / Black swans in the data…and remove them.

A run chart is to observe the behaviour of data over a period of time. (X axis will be always time). if we add a 3 standard deviation , median line to run chart it becomes a control chart.This would tell whether the process is in control or not

You need check the data distribution before determining this. Days being a continuous data, try a normality test. If the distribution is normal them mean is a right measure of central tendency, else you may use median.
