You may want to give a little more details on your project. It sounds like a service environment? There cycle time has proven to be a more useful overall measure than defect counts.

MBB, I agree that one can make an improvement to any process. Nevertheless, I have experienced that the data will lead you to the causes and solutions. In transactional projects where the data is based on behavioral factors one cannot just go and improve.

Mike, thanks for the input. I agree with you considering the quality of security services. The crux will always be the lean budget for all measures. Companies and Government employ security force for the minimum wage, hand them the keys to everything and walk away feeling secure.
