In order to state savings you need to know the “before” value of the project. Use the exact same method you used to calculate that figure and apply it to the process as it exists now. Subtract that value from the other value. Before – after = savings.

Process capability is calculated from subgroups all the time. In addition, there is not enough information to conclude that insufficient data exist. I would argue that 36 consecutive samples are certainly sufficient to calculate the standard deviation. Once you know that you can make any number of informed decisions about the process.

Given the feature size, a standard deviation of .0049″ from a machining operation is extremely high. If such variation is acceptable to you, you might consider changing the feature to “as cast” and eliminating the machining operation since it seems that the groove can serve no purpose other than clearance with such high variation.
