Apart from all the good advice you have , I think you should first check if your approach is right (i.e Test Vs Control Group) for the metrics mentioned .
In an organizational context , I feel it will be very difficult to create two independent groups such as these while keeping many other factors constant .

Kappa method is for nominal data ( 2 categories) . I thought the correct method ordinal data is the ICC – but it is not going to be easy .

You should refer to Sampling Plans / OC curves for attributes .
The sample size is a function of Pa ( probability of acceptance) , the lot fraction defective .

If you look closely at the formula ( use Minitab Help ) , you will realize they are not very different ,except that the % tolerance uses spec limits . For obvious reasons , if wide tolerances are considered , you will end up reporting a low Gage R & R – Probability of a Type II error will be high

My first point is : With too little process knowledge how did you identify the 6 critical factors
My opinion : dump the PB and go for a simple FF design – first without the center points. I don’t think the PB has any advantage over the Res III design in your case
