We used to call it Pre Production,(I thought) but it has been over 10 years since working in the Automotive industry. I guess it was something else. Although it has the same definition, thanks for the clarification.

After reading your post again it seems there is some confusion as to who does what.. PPAP is the approval process to “QUALIFY” said parts or part. Once this is completed than that means the customer “accepts” and agrees that the vendor can produce said part to the satisfaction and specifications engineered.

PPAP means Pre Production Audit Process
What usually happens during this process is verification that the supplier can produce this part to quality standards and has the capacity to meet the demand. I can hardly believe that any company would be that high of a % of value added vs. non-value added. Heck if you are at 25% you are considered World Class… And I know GM is not at a Toyota level. Yeah, I have read that article. Pretty interesting. I think it really shows the differences between the two companies philosophies. But making it work is another story. Or should I say that getting some middle and upper managers to get on board is the hard part.
