You need not to convert the data to discrete. Better to calculate process capability with continuous data. Use Cp and Cpk for process capability calculation.

Here is the relation between sigma level and sigma value.
Process Capability (Cp) = (USLLSL)/(6*SD)
Where, USL = Upper spec limit
LSL = Lower Spec Limit
SD = Standard Deviation.
Lets assume process is centered around mean, in that case,
Sigma level = 3*Cp = 3* (USLLSL)/(6*SD)

To check whether there is reduction in tickets per month, you can use Chisquare test to check the significance. As you are counting the tickets per month, it is discrete data and Chisquare test is best suitable for this kind of data.

Yeah, we can take sum of variances and then square root for the final standard deviation. only thing is that all the samples should follow normal distribution. Otherwise, get the probability function and get 2nd order momonet for standard deviation.

KS, If you are aware of MGF(Moment generting function), then i think it will clarify all your questions. Mean ans Standard devition are generated by using MGF. mean is the first order and SD is the second order of MGF.

Instead of taking 10% or sqrt(mean), best thing is set an internal specification limit. what do you want? how much is acceptable from your point of view? based on that find out what should be the standard deviation.

Do you have any specification limits? let say, you have USL as “U” ( if the metric is TAT, then you will have USL only). then in that case, you should keep your SD = 1/6(U) – 60( as mean is 360).
