    DAN,
I am sure that I won’t be the only one to suggest this but do a forum search for 1.5 sigma shift!  This has been discussed sooo many times that it’s rediculous.  Finding a thread on this topic should be easy.
Regarding references, read Quality Engineering Volume 14, Number 3, 2002 pages 479-488.  It is a well written article by Davis R. Both titled “Statistical Reason for the 1.5 Sigma Shift”.
