Best practices for forming/disbanding councils

    I am curious if the community out there has anything to share about the establishment of functional committees/councils – be it a permament one or a temporary one (ad hoc) that would eventually disband.  My interest lies in trying to justify at least a partial transformation of a very functionally aligned organization to one that is more process focused and eliminating non-value adding entities.
    The first thing that comes to mind, when contemplating these committees is the existence of a charter and does it answer a few things pertinent to me – sponsorship, membership, purpose, interfaces, deliverables, and closure of actions.  Perhaps there is more, but I would like to canvass with this community on any known best practices or lessons learned from analyzing committees, councils, and ad hoc working groups.
