Designing a QA system

I would like help in terms of how do you design a QA system for a data entry process. Customers CTQ is “Making changes correctly”. My problem is in the process we recieve different types of changes, some of them are very simple some of them are very complex and any associate can recieve any type of change. How do you go about creating a system which is trasnparent and does justice to all the associates. I though about Normalization as one approach and then breaking down the fields entered into critical vs non critical. Can somebody please help me with this.
