I work for the Department of the Navy. Initally we only had full time Black Belts for the first few of years of our deployment but made a transition last year to an option of full time, or part time. The jury is still out but our full time membership has dropped to almost nothing and so have the amount of projects being started and completed. I think there is value in having both full and part time but controls must be put in place to ensure that the full time belts are taken care of career wise, if they are successful as a Black Belt.
