Green Belt vs Black Belt

I have a project that I have identified to work on, some of my colleagues are saying that it should be done as a Green Belt however other suggest that it should be done has a Black belt.
How do I decide that a project should be a Green Belt or a Black Belt? Is it the size of the project or people involved or something else?

You may add :the levels of the tools used (simple or complicated tools) and the duration of the project,good luck
