How to Pick Low Hanging’ Fruit?

I have pulled a massive information dump from our production database for downtime.
I have pulled out :
Cause of Downtime = ( changeovers, case packer, adjustments, color changes,foreign material ).
Total Numbers of Instances of each Cause
Total ( Sum ) Minutes of each Cause.
So how to I ‘mathematically’ decide on which is the low hangers? Bang for the Buck.
By the highest Instances? or the highest total of minutes?
or should I calculate the highest average of 1 instance of the downtime? ( total mins / total count )?
Just wondering how to approach this..
