    What do you do when you are trying to implement DMAIC and there are little to no measurements accross the enterprise?
    Keep in mind, the project needs to be completed very quickly.

    Can you  be a little bit more precise? Your question is too vague.What kind of project are you working on? what kind of entreprise is it? What are you trying to optimize?

    Tony,
    There is virtually no chance that there is no measurement system. Even in the worst run operation there is some form of accounting and budgeting. It isn’t going to give you great data to get started with but it is a place to start. All you need is a gap – the difference between an expected outcome and an actual outcome. Basically what statistics is built on.
    If by some chance there is no financial data go dig around in the garbage and see what is being thrown away. Scrap numbers, shrinkage numbers, etc.
    Inventory is also a good place to start. There will be a loose relationship between process capability and inventory levels. If a product uses one item and you are ordering two for every unit produced then there is a problem.
    You will also find if you are working an area, someone is keeping data. It may not be official numbers but people keep stuff in notebooks, on spreadsheets, etc. If you spend some time talking to them and they trust you they may be willing to give it to you.
    If none of that works just hang around in the facility and watch what people do. You might be surprised what you see if you just pay attention.

    Take Mike’s advice – accounting data is always a good place to look. Look at adjustments made after physical inventories as well.
    If all else fails, tell the people who want the project done quickly that we need some data collected – even quicker.

    Issa – your answer is both vague and confusing.
    Do you know of any project, enterprise, or thing that you are trying to optimize that can be done in the absense of data?

    Tony,
    In any Black belt project, when you are setting up a project charter,there are three things which should be very clear. They are
    1. out come should be quantified.
    2. it should be measurable
    3. it should be accomplishable( do not set up unrealistic goals)
    See whether you can use these golden rules in your project and come up with measurables,
