MSA at an Enterprise level

Any thoughts as to how one approaches enterprise-level metrics that are suspect? Essentially, there are multiple project efforts that are being assessed and prioritized using Corporate-level metrics that are themselves in question.
So how does one approach an MSA from such a high level? Would this MSA be a case of simply deconstructing the rolled-up metric and validating the underlying assumptions using actual data from the field?
I am trying to wrap my mind around this as Gage R&R and AttAgrAnalysis dont appear to be readily applicable….but if I am wrong please advise..
Any MSA reference would be appreciated as well.
