Does anyone have an OARPi template/instructions they could share with me?

I have seen quite a few acronyms around, but “OARPi” is definitely a new acronym to me — could you provide a de-ciphering of it?
I (obviously!!) do not have an OARPi template or a set of OARPi instructions — however, if you provide information about what it is, there may be something from another improvement tools that would be a suitable substitute.

Owners – people who are ultimately held accountable for execution
Approvers – people responsible for decision making
Reviewers – prior to decision making, these stakeholders review the proposal and provide guidance
Participants – members of the working group generating the proposal content
included – people with access to the information, but without influence0 -
