    Data collection phase:  Any soft skill recommendations on the best way to encourage accuracy and consistency by the operator on filling out a data collection sheet?  Often times, operators will omit or fudge a bad data point to prevent looking bad, or may despise the extra time required to fill one out and ‘forget’ to do it.   My team and I are looking for suggestions to cover areas we may have not thought of ourselves.  We know and understand the importance of soft skills and treating others how you would like to be treated.  Simply put, we are striving to get the best possible data set we can get while keeping our operators happy about the extra task.  Any input will be valued!

    A few questions:
    1.  have you provided context to the operators about the additional work  – it’s value to organization & possibly to them?
    2.  is this a peremanent requirement or short term to develop process understanding?
    3.  have you discussed project / objectives / timing with operators?

    Over the years I’ve approached this in a couple of different ways depending on the environment.  In government regulated industries you have to take the hard core approach and deal with “pencil whipping” as nothing short of falsification. 
    In those suituations and environments where the soft approach is acceptable, try emphasizing that, on occasion, where lack of time is a factor you will accept a missed entry, as long as the operator enters a statement such as “no time” or a similar explanation on the form.  Most operators will welcome this option and interestingly enough, will work to keep use of this alternative to a minimum, while providing you with accurate data.

    An operator will only cheat on data collection if it is perceived that, as a person, they will be penalized in some way. Either they perceive they will be thought of as a bad person, they will be reprimanded, or their boss will be reprimanded. It all depends on the purpose of the data collection. Is the data just used as a record or will the data be analyzed. If the former, in the big scheme of things, who cares. It is probably a waste of time anyway. If the latter, the person doing the analysis should assure the accuracy of the data. Perhaps, the person doing the analysis should be collecting the data. In either case, if the purity of the data is so important then find a way to collect it more independent of the operator (i.e. data acquisition). I say more independent because a person who wants to adjust a process to prevent the data acquisition system from getting a bad number will find a way if this is their goal.
