Within the next 2 weeks, I will be putting together a proposal for an Operational Excellence Program in a hospital. I have many ideas about what it should entail but I would like to see if there are any fresh thoughts out there. If you have anything to share with regards to a program framework, how to prioritize effort, past experiences, pitfalls to watch out for, etc. It would be greatly appreciated.

Operations Excellence
DEPARTMENT DESCRIPTION
The Operations Excellence Department is located at XXXXXXXx. Operations Excellence serves the Center in operational improvement and organizational development/leadership capacities. The department is non-clinical and serves the needs of the Center to improve issues related to Financial, Business Practices, Customer Service and Employee Development.
SCOPE OF SERVICE
Operations Excellence serves the improvement needs of all main and ancillary services for the Center and its affiliates.
MECHANISMS USED TO IDENTIFY PATIENT NEEDS
Operations Excellence is not a department providing direct or indirect patient care. Department personnel defer to clinical experts to identify patient needs.
DEPARTMENT DIRECTION
Operations Excellence is under the supervision of the Director of Operations Excellence, who in turn reports to Chief Operations Officer or VP of Performance Improvement.
HOURS OF OPERATION
Operations Excellence is regularly open from 8:00 am to 4:00 pm, Monday through Friday, and is available for on call duties during emergency situations.
SPECIAL STAFF REQUIREMENTS
The Director of Operations Excellence must be a Lean Six Sigma Black Belt. Support staff may include an administrative assistant (green belt), black belts, and selected green belts. Black Belts and Green Belts may be shared entities or entities within the OE Department. Shared entities will adjust salary budgets accordingly.
STAFFING PATTERNS
The Director and Assistant are available during regular hours of operation. The Director is available for any emergency situation as determined by the Administration of the Center.
SUPPORT SYSTEMS
Operations Excellence utilizes support services from all other departments in the hospital from time to time. Primarily, the support is in the form of data development and problem solving activities.

Who decides on the projects and priorities of effort? How are they determined?0July 9, 2007 at 4:41 pm #61584We have a council called the Performance Excellence Council. They deal with three areas – JCAHO/Regualtory Issues, Safety, Operations Excellence. They choose and monitor th eprojects. 10 Members – 7 Directors, CFO, CNO and VP Med Staff Svscs/Performance management. They choose projects twice per year. We also have a dashboard system of monitoring which is run by this group as well.
