Joseph,   just remember – you’ll get alot of sarcastic/humorous replies on this site – just work with it and enjoy the fun !
With SIPOC or COPIS – either which way – you need to work out from a high level what the process is then identify the WHO (suppliers/Customers) then what they input to the proces then what the outputs are.
If application downtime is the issue – what is the process operating that you need “up” – e.g if it is your “switch” that you need up – what is the process of maintaining the system ?.
The key focus of SIPOC is to identify the core process and identify WHO to involve in the project.
    Regards,   Adam

SIPOC stands for “Supplier, Input, Process, Output, Customer” and is a method used for Project Management.  Basically, it calls for you to map the process and lay out a plan that will track the progress of a project you are assigned to, or managing.  The SIPOC map should allow you to track the project from development, through introduction, to supplying the customer’s expected needs while and making adjustments during the project to obtain the goals and expected time line for completion.
