    I understand that Shewhart was initially influenced by a 19th Century American philosopher, but can not find out who. Does anyone know?
    Also, can anyone point me to where I can find the SPC- AT&T handbook?

    C. S. Lewis, who was quite the pragmatist, greatly influenced the work of Shewhart – but Lewis was a cross-ponder, not a Yank.

    Can’t help you with the philosopher but the AT&T SPC book is the “Statistical Quality Control Handbook” and is currently out of print.  You can still get used copied from Amazon at http://www.amazon.com/exec/obidos/tg/detail/-/9996426491/qid=1093870606/sr=1-1/ref=sr_1_1/002-4790452-6431231?v=glance&s=books
