I have been asked to complete a time study in an office environment that would required week long measurements to see what tasks employees are spending their time on. My experience with these types of studies has been either having employees write down their start and stop times of each task or completing a tick sheet, and then compiling the totals at the end of each day/week.
There are obvious data integrity issues with this type of “study” so I was hoping to get some ideas from other professionals on other ways of obtaining these measurements other than a tick sheet or writing everything they do each day on a sheet.

be notified via email.Industrial Engineering 101. First, are you interested in what they are spending their time on or how long they are spending that time? Your post indicated “what” they are doing is your issue. That would be a good place to start. Using some random number generator, break the day down into a series of random observations. At those random times, go out and do an observation of what people are doing. Make the categories wide enough so that you will have repeat observations. At the end of the week you can compile the % of time spent on those tasks. You can then evaluate which ones to do more study on. By just randomly showing up they can’t predict when you are coming or not. Make your observations instantaneous and don’t wait for them to “do something”. Idle is an acceptable category as is “away from their work station”. You can find out the reasons in your followup study.

For “Times Studies ” in offices jobs you need to know :
Are the job (operations doing from diferent peoples ) repetitive .or not. ?
Are the jobs executed follow ing S.O.P ? .
You need to define and calculate “Standard Time ” for each job /operation?
You need to know a “man/power ‘ utilization ?
In depending on the answer you use Crono-analisys or “Work-sampling” (the method that you are doing now . In this case a Pareto chart must help too).

TIme studies can be OK to capture a snapshot of the current process and to identify stars and slackers !!
Sure there will be data integrity issues – especially from the slackers who will view this study with distain and try to subvert it at any cost. If you are to be successful you will need to set the stage – you will need to develop a compelling reason for change (vision, mission etc etc) so that they feel involved in developing their future. One big issue is that they will look at this as a big efficiency excercise – one in which people will be “let go”.
So beware – you are about to step into a sensitive situation and will need both the workers on your side and Leadership stating what the future is and that people will not be let go. You will perhaps need to explain that their work content may change – I’ve in the past taken “excess labour” and put them into a “Kaizen pool” which works really well as they can be trained and deployed to drive further improvements. If you are to do time studies – take it one step further – look at “value add/non-value add” drive teamwork rather than the classical Taylorism that time studies were based upon.
Don’t wory about the accuracy of the time studies – your key to success is the empowerment/teaming/motivation of the group which will need “soft skills”.

Here’s the challenge. This is not a production or a repititious work group. These are individual people working in independent jobs in their own private offices. They are in HR to boot so their are confidentiality issues with my observing their work.
Any other suggestions outside of basic engineering. I’ve done your suggestion when I worked in a production environment and it worked beautifully, so I know that is an excellent way of obtaining some stats.0February 22, 2005 at 1:11 pm #115217Maybe I could get a little more information from you:
The study is in HR/Training so there are some functions that are repetitious (such as new hire paperwork, but only when there are new hires; curriculum development, but on different subjects and this could take months to complete; Benefits questions, but only when a question is raised).
There are very few, if any, SOPs
How do you calculate standard time if you don’t complete a time study?
These tasks are pretty much divided to individuals since our company is smaller and there is a need to have one person completing tasks independently of another
I will research more into the Crono-Analysis.

If you are looking at chronological process steps performed by different individuals you may consider a constructing a Value Stream Map. This should display process steps (Cycle time for each & number of operators), Work in Progress as well as being a good high level characterization of the “flow” of work (and where it hangs up).
Just something to consider.

be notified via email.The worksampling is the best method. you have to made observations by two weeks at least to discover if there aare some trends before or after the weekend.
The formulas gives you how many observations do you need to obtain a good accuracy.
Sometimes it is better than times study with stopwatch because you discover the real way that the people spend the time, (you know that everybody with a guy with a stopwatch over their shoulder is a better worker).
if you leave that the people record how they spend the time by themselves you lost accuracy and some people dont have ethic and others doenst have pattience or time to record every thing

I am an IE and currently setting up work standards for my company. The usual practice is to observe for 2 days, things which happen routinely are cyclic times and that do not happen are non-cyclic times. Observe keenly and make your judgement. Try to eliminate the idle time also keep in mind that you allow enough allowance during a shift.
Work standards differ from organization to organization. So make a standard that fits your organization, current work condition. Then suggest for improvement. This will give you a lot of exposure.

0March 3, 2005 at 6:49 pm #115779To clarify. In a value stream map, process boxes do include cycle time data that is gathered through performing timed random observations.
However, by constructing a higher level value stream map of the “flow” of material from one function to another, and by physically counting the amount of work in progress (WIP) between each function one can arrive at a Total cycle time and then cycle efficiency.
Total cycle time= (WIP/Exits) x Available hours per day less breaks
Process cycle time & Total cycle time of a product value stream are different. Total cycle time evaluates the life of a product & identifies/quantifies bottlenecks.
Evaluating where bottlenecks are between processes can allow you to either add or remove operators and balance work eliminating overburden and creating flow. Generally, lean solutions result in greater productivity & efficiency.
efficiency = Value added Criticalpath process cycle time in minutes / total cycle time in minutes x 100

That will break their jobs into tasks that can be recorded by using a Data Block. Then each task or group of tasks can be timed and the information entered in the data black.

Sunil0May 17, 2005 at 4:48 pm #119625Perhaps it is better to ask the purpose of the T&M study…I assume it is a data collection effort designed to impact office efficiency or productivity…essentially an issue of cycle time reduction of crtical tasks. Why not identify and prioritize the the tasks of the HR group, map them, and then capture the time between point of beginning and point of ending per critical task (ie Review the time and date that was stamped on the envelope of a medical claim recieved and the time and date on the email that is sent to the supervisor indicating file completion…pose as the customer in form or fashion and measure that experience….tag a sample of documents (in the blind) and measure to some standard….measure call center characteristics using the phone system as your data source…etc). Now approach it like a cycle time issue.
In this way you minimize the bias in your data collection and avoid the annoying challenge of micro-managing employees. I would focus on the key outputs and facilitate changes with the HR group, using your chosen KPOV to drive the improvements. Look at a “work-out” style approach for this kind of project in which you seek to “lessen the burden” or “remove barriers” to the HR workgroup….it works well (See GE WorkOut) where operator buy-in and qualatative, people-driven processes are involved.0June 3, 2005 at 3:47 pm #120671Sean

Margaret0June 30, 2005 at 8:51 am #122384Julie, not sure if this is useful anymore but here is what I did step-by-step in a similar work environment in the US. This methodology has been used at an Indian site as well with equal success:
1. Identified different task/work types (broad categorization) using a team of people from the workgroup that was to be time studied!
2. Calculated/estimated the throughput (or the number of work widgets received, completed etc) for the group.
3. Did a pilot time study on different task/work types using the group that had previously categorized tasks. Identified a statistically significant sample for a more detailed time study and revalidated task categorization.
4. Assigned different tasks types to be time studied to different individuals in the workgroup. Also, ensured that the floor and the managers were bought into the objective of the time studies.
5. Created an Excel based time-study sheet with dropdowns and a stop-watch macro that reduced data entry by the associates. We called this tool by a very fancy name “Time Study Tool”!
6. Demonstrated correct usage of the Time Study Tool to the associate population. Communication is key – I was shocked to notice that most associates and managers didn’t have basic Excel skills.
7. Regular floor walks were conducted to ensure that the procedures were being adhered and help was readily available. Even though the tool was really easy to use, a cheat sheet was made available to everyone.
8. Collated the results on a weekly basis and published to the associate and manager population – we took 6 weeks to complete this detailed study.
9. The data was used to calculate “production” time or touch time, as well as headcount. It can also be used to calculate associate utilization – the formula is simple and I can post it if needed.
10. The Excel tool doesn’t work well if another Excel document is open so that’s a drawback; we could not use the stop-watch macro for a team where the primary work engine was Excel. Observations are not very helpful because associate behavior changes when someone’s watching them over their shoulders and we simply did not have enough observers.
Bottomline, we estimated that the time study helped us predict to almost 90% level of accuracy. No mean achievement from almost no visibility! Let me know if this helps – I can send the Excel macro if needed.

I agree with you about some Lean, six sigma shelf-called experts.
Ever if you wish to determine good and confident standard times, you need use some scientific TECHNIQUE, Stopwatching, MTM, or others, but you need to know about human performance technical principles, or if you use MTM you don’t need that knowloedge.
Never use, direct observation to registry time, using non-technical stopwatching or video recording.
Michel Baudin says in one of his books, that MTM times are accuracy +-30% respect real times.
My question is what is Real Time Mr.Baudin? Do you know Mr. Baudin? Do you belive Mr.Baudin that the Real Time is the average result of your direct observation?
Mr.Baudin Your result is fully disturbed by many factors, like human performance level reference developed by the workers measured, and others.

Ask your self – why are you doing the time study ?
If it just to get a rough idea of capacity or to estimate time for costing purposes then an “uneducated time study” may suffice.
Alot of companies use time studies in a Tayloristic manner – i.e to set performance standards so that people can earn a bonus. If this is the case you need to conduct an “educated time study” – I’ll elaborate….. the person being timed/video recorded will typically do the job as per the standard operating practice and will pad it to the maximum extent they deem they can get away with. An uneducated time Study Engineer will not know the difference and thus false standards will be set – to the advantage of the operators. You need to understand Human dynamics, best practice and how the guys typically “short cut” the SOPs to calculate the real time.
So if you want to do time studies correctly – fully understand the process – go there and just watch, again and again and again.
NB – A word of warning….. One guy at Clarks Shoes in the UK went through a rigorous Time Study course then went to the floor to do a study – clip board and stop watch in hand and announced he was going to do a time study. The gals there crowded around him, stripped him naked and left him with just the clipboard/stopwatch – he then stated – “OK I’m ready to do the time study NOW”.
Just beware how you approach time studies !!

From an expert witness side you can always follow them around. That just takes too much time.

Now I totally agree. But my question is, if you do this by plain observation again and again and learn about the process, when you face the statistical analysis to predict the resources needed to respond to trends, you need to have numbers…..where should I take them. Should I observe and go back to my desk and record approximately how much did the person spend in the transaction he did? Once I have learned the process? how can I conduct a time study without using the mentioned methods above that bias my data?

I am a Supply Chain Engineer facing your same problem. I plan to improve the current system by streamlining the purchasing department by 1. reducing non-value-added work (reducing time it takes to do lengthy, inefficient processes, making certain processes and filing systems electronic) and 2. improving the flow of information and material throughout the department.
However, as we all know, in order to improve the process we must fully understand the current one. And in order to make substantial quanititative improvements (time reductions) the current times must be measured. I have made a process map of the flow of the process in great detail, but am totally stuck now that I need to put numbers to these actions. The process is terribly inconsistent when it comes to timing. For example, a Purchase Order could take 30 minutes or 2 weeks to come back from a Supplier (because all of this depends on the Supplier) Are there other aspects to this process that I should be quantifying instead?
Adrian, my only advice to you this far is to make a very detailed process map of the current flow (including every detail), analyze it and look at work that is considered nonvalue-added. Concentrate on this nonvalue-added work, and quantify this. How? I don’t know and hope the others will help us out!
