World Class Six Sigma Facility

I am creating a goal for my facility’s six sigma team. This goal focuses on bringing our facility to a “World-Class Six Sigma” level. As we all know, six sigma is not just about completing projects. It is also about improving how you do business, approach new designs, and so forth. I am asking for help on defining a “World-Class Six Sigma Facility”. A few parts that I have came up with so far are:
a facility that seeks out the help of the six sigma team
Important metrics are updated continuously and readlily available
Incentive system is based more on quality than on quantity
New designs/production lines are added in developement with the use of six sigma tools
I am positive there are many more and hopeful that I am not reinventing the wheel. Has anyone already created such a definition? My next step is to develop a plan on how to bring our facility to this level. I would love to hear if someone has already done so and how they went about it.
