See “Zerro Acceptance Number Sampling Plans” by Nicholas L. Squeglia. I think the fourth edition is the latest.

1.WHY IS ZERO DEFECT SAMPLING PLAN MANDATORY FOR ATTRIBUTE CHARACTERISTICS AS PER QS9000 AND NOT FOR VARIABLE CHARACTERISTIC ?WHAT IS THE BASIS FOR SUCH A DISTINCTION?
2.WHAT METHOD CAN BE USED TO ARRIVE AT A SAMPLE SIZE FOR ZERO DEFECT SAMPLING?

    1. When you sample for attributes you are determining whether the item in the sample conforms or does not conform to requirements.  On this basis you don’t necessarily know whether the attribute is nearing a limit or whether the defect was an outlier.  In any case, since the sample sizes are relatively small compared to any defectives per million (DPM) requirements, having only one reject will usually exceed the DPM requirements or goals.
Variable characteristics are not allowed to be out of spec.  If  Cpk’s of 1.67 are maintained through process control, you are not going to have parts out of spec.  So you have the same Zero Defect requirements, essentially.
