You misunderstand what Baldrige and what 6S are. The two methods are not equivalent/competing entities. Rather, they are mutually supportive. Baldrige is an assessment-based tool that looks at your processes and how robust the adherance to your processes are. 6S is a continuous improvement methodology.

In our Environment, the Waiver/Deviation process is owned/managed by Supply Chain. The Buyer coordinates input from: Contracts, Quality, Ops, Program Office, Engineering and the Customer. The process is usually done as a collaborative effort, leveraging data. Once approved, the Buyer flows the approval both up and down the integrated Supply chain.
