It is given that

Tolerance = 10
Alpha = 0.05 and Hence Z = 1.96
Standard Deviation corresponding to 3.4 parts per million defect rate = 6
Hence Sample Size = ((1.96*6)/10)^2 = 32.14

So you need a sample of size = 33 (Rounded Off)
